Powers and Duties of Officers and Employees

The NCTE is headed by the Chairperson on full time basis. He is the Principal Executive Officer of the Council. He is assisted by the Vice-Chairperson and the Member Secretary. All these officers are appointed by the Central Government on full time basis.
The Regional Committees are headed by the Chairman of the respective Committees and the Regional Directors are the administrative head appointed by the Council. The powers and duties of the officers and employees are as under:-

Powers and Duties of Chairperson as per the NCTE Rules, 1997 are as follows:-
(1) The Chairperson shall be the Principal Executive Officer of the Council and shall be responsible for the proper administration of the affairs of the Council and its Regional Committees.
(2) The Chairperson shall determine the duties of all officers and staff of the Council and its Regional Committees and shall also exercise such supervision and control over them as may be necessary to carry out the functions of the Council.
(3) The Chairperson shall ensure that the Council and the bodies constituted under the Council carry out the objectives of the Act.
(4) The Chairperson shall, except in cases in which approval of Government of India is required, issue such orders and directions as may be considered necessary in anticipation of approval of the Council or of the constituted bodies of it; if the matter cannot be delayed and shall place the orders and directions before the Council at its next meeting.
(5) The Chairperson shall have the power to approve schemes for research, studies, development activities, publications and allied matters for the furtherance of objects of the Act, subject to such conditions and guidelines as may be laid down by the Council in this behalf and availability of funds as may be earmarked for such purposes.
(6) The Chairperson shall have the power to engage eminent persons for a period not exceeding six months at a time for the work of the Council as Consultants or Advisers on contractual basis, on the same terms and conditions and remuneration as specified by the Government of India in case of appointment of Consultants by it.
Vice-Chairperson
He is the Vice-Chairperson of the Council and the Executive Committee and in the absence of Chairperson, the Vice-Chairperson shall preside at the meetings of the Council and the Executive Committee. The Vice-Chairperson shall perform such functions as may be assigned to him by the Chairperson from time to time.
Member Secretary
He is the Member Secretary of the Council and Member Secretary of the Executive Committee. He exercises various administrative and financial powers delegated/assigned to him as per the schedule of delegation of the administrative and financial powers approved by the Council as per the Annexure.
Deputy Secretaries/Under Secretaries at Headquarters
They are senior Group A officers of the Council appointed with the approval of the Central Government. They are assigned various functions related to administrative, establishment, finance, house keeping regulatory and academic matters. They help the Council in carrying out various functions and objectives for which the Council has been established. The administrative and financial powers have been delegated to them as per the schedule approved by the Council.
Section Officers/Private Secretaries/Assistants and other Staff
They constitute the `Office’ of the Council and provide Secretarial and Managerial assistance to the officers of the Council in discharging their duties and responsibilities in fulfilling the various functions of the Council. Their job consists of mainly ministerial duties. They are record keepers of the Council and deal with administrative, legal, appellate and other matters. They initiate the files and help their respective officers in processing of various items of work.
OFFICERS AND EMPLOYEES OF THE REGIONAL COMMITTEES
Regional Directors
Regional Directors are the administrative heads of the respective Regional Committee and convener of the meeting of the respective Regional Committees. They assist the respective Regional Committee in carrying out the assigned functions. They enjoy the power of the head of the department with regard to various administrative and financial matters as assigned to them in the schedule.
Under Secretaries
They are assigned various functions related to administrative, establishment, finance, house keeping regulatory and academic matters. They help the Committee in carrying out various functions and objectives for which the Committee has been established. The administrative and financial powers have been delegated to them as per the schedule approved by the Council.
Section Officers/Programme Officers and other Employees of the Regional Committees
They constitute the `Office’ of the Regional Committees and provide Secretarial and Managerial assistance to the Committees in discharging its duties and responsibilities.   3. A monthly report of tours undertaken by RDs shall be submitted to MS.

11.

Grant of Advances of TA on tour.
